Two males, ages 34 and 29, are facing numerous drug trafficking charges as the result of a months-long drug investigation in the city of Regina, carried out by members of the Combined Forces Special Enforcement Unit (CFSEU)*.
On August 29, 2017, members of CFSEU executed a CDSA search warrant at a residence in the 1300 block of North Stockton Street. The search was the culmination of a complex investigation initiated in May, 2017, into high-level drug trafficking in the city of Regina. Two males were arrested from the residence without incident. Police entered the residence at about 11:00 p.m. and, in addition to the arrest of the two males present, located quantities of cocaine, methamphetamine, some marihuana, and a large amount of Canadian currency. There were also several items consistent with drug trafficking activity (baggies, score sheets, money counter, heat sealer, elastic bands for wrapping money, etc.). The two males from the residence were subsequently charged.
The following individuals have been charged:
Twenty-nine year-old Ives Dan KONGOLO, DOB: 1988-05-21, of Regina, is charged with:
• Possession of methamphetamine for the purpose of trafficking, s. 5(2) CDSA;
• Possession of cocaine for the purpose of trafficking, s. 5(2) CDSA;
• Possession of proceeds of crime over $5000.00, s. 355(a) CC;
• 2 x Breach of Recognizance, s. 145(3) CC; and
• Resist arrest/obstruction, s. 129(a) CC.
Thirty-four year-old Severin Dwaylon SIMON, DOB: 1983-07-27, of Edmonton, Alberta, is charged with:
• Possession of methamphetamine for the purpose of trafficking, s. 5(2) CDSA;
• Possession of cocaine for the purpose of trafficking, s. 5(2) CDSA;
• Possession of proceeds of crime over $5000.00, s. 355(a) CC; and
• Breach of firearms prohibition order, s. 117.01(1) CC.
Both KONGOLO and SEVERIN made their first court appearances on these charges in Provincial Court at 2:00 p.m. on Wednesday, August 30, 2017.

*The Combined Forces Special Enforcement Unit (CFSEU) Saskatchewan consists of three teams, located in Regina, Saskatoon and Prince Albert. CFSEU is comprised of personnel from partner police services from Regina, Saskatoon, Prince Albert and the Royal Canadian Mounted Police who receive funding for resources and operations from the Government of Saskatchewan through the Ministry of Corrections, Public Safety and Policing.
