A 36 year-old male, a 42 year-old male, and a 29 year-old female are facing charges as the result of an incident which included an Emergency Services police response on Monday, October 23, 2017 on the 1100 block of Elphinstone Street.
This incident began with a police investigation into suspected property offences that led to a house in the 1100 block of Elphinstone Street at about 6:00 a.m., Monday, October 23, 2017. Around 10:00 a.m., an unknown person discharged a firearm out of one of the windows of the house in the direction of police members. Fortunately, there were no injuries. The police officers retreated to safety, secured a safety perimeter around the residence and requested additional resources. Canine, Special Weapons and Tactics, and Crisis Negotiation members were authorized and joined patrol members at the scene. What followed was a lengthy stand-off, with the occupants of the house refusing to come out and be taken into custody. The goal of the operation was to safely arrest the occupants of the house and secure any weapons. Members of the Explosives Disposal Unit (EDU), who can operate the robot across spaces when it is not safe for a person to cross, were also deployed to assist in attempts to negotiate with the suspects. Just before 9:00 p.m., male and female suspects, ages 42 and 29, emerged from the house and were safely taken into custody. Members of the SWAT team proceeded to clear the house to search for any other suspects. A third person, a 36 year-old male, was arrested earlier in the day in connection to this incident.
Thirty-six year-old Lyndon SPRAGUE (DOB: 1981-08-30), of Regina, was charged with:
• Two charges of Possession of Property Obtained by Crime Under $5000 [Sec 355(B), CC];
SPRAGUE made his first appearance in Provincial Court for these charges, this morning (Tuesday, October 24, 2017) at 9:30 a.m.
Forty-two year-old Lyall Marlin ANAQUOD (DOB: 1975-08-12), of Regina, was charged with:
• Discharge a Firearm in a Reckless Manner [Sec 244.2(1)(B), CC];
• Pointing a Firearm [Sec 87, CC];
• Tampering with Serial Number of a Firearm [Sec 108(1)(A), CC];
• Two charges of Possession of Property Obtained by Crime Under $5000 [Sec 355(B), CC];
• Fail to Comply with Recognizance [Sec 145(3), CC];
• Forcible Confinement [Sec 279(2), CC];
• Four charges of Possession of Firearm of Ammunition Contrary to Prohibition Order [Sec 117.01(1), CC];
Twenty-nine year-old Jocelynne MCKAY (DOB: 1988-10-18), of Regina, was charged with:
• Fail to Comply with Recognizance [Sec 145(3), CC];
ANAQUOD and MCKAY will make their first appearances in Provincial Court for these charges, this afternoon (Tuesday, October 24, 2017) at 2:00 p.m.
