The Regina Police Service Drug Unit (RDU) and the Integrated Crime Reduction Team (ICRT) completed an investigation into fentanyl trafficking within the City of Regina. As a result of the investigation, five CDSA search warrants were executed on Friday, March 6, 2020.
Three warrants were executed in the 1200 block of Retallack Street and two were executed in the 1200 block of Robinson Street.
The results of the searches yielded a large volume of controlled substances, specifically fentanyl. Over 380 grams of fentanyl, crack cocaine, methamphetamine, approximately $4000 in Canadian currency and a loaded stolen .40 caliber handgun were seized.
As a result of the enforcement action, 29 year-old Mohamud Omar DHIBLAWE, of Toronto, Ontario, 21 year-old Dwight Orlando FRANCIS of Scarborough, Ontario, 47 year-old Nadine Lynn KAISOWATUM, of Regina, Saskatchewan, 46 year-old Charles Dwayne KLASSEN, of Regina, Saskatchewan, and 34 year-old Kerry Lynn LERAT, of Regina, Saskatchewan, were all arrested and charged with the following offences:
Mohamud DHIBLAWE:
- Possession of a controlled substance for the purpose of trafficking (fentanyl) [5(2) CDSA];
- Possession of proceeds of crime (Canadian Currency) under $5000 [355(b) CC]; and
- Possession of a controlled substance (cocaine) [4(1) CDSA].
Dwight FRANCIS:
- Possession of a controlled substance for the purpose of trafficking (fentanyl) [5(2) CDSA];
- Possession of proceeds of crime (Canadian Currency) under $5000 [355(b)CC];
- Possession of a controlled substance (cocaine) [4(1)CDSA];
- Possession of a prohibited firearm [95(1)(A) CC];
- Unauthorized possession of a firearm [91(1)CC]; and
- Possession of a firearm obtained by crime [96(1)CC].
Nadine KAISOWATUM:
- Possession of a controlled substance for the purpose of trafficking (fentanyl) [5(2) CDSA]; and
- Possession of proceeds of crime (Canadian currency) under $5000 [355(b) CC].
Charles KLASSEN:
- Possession of a controlled substance for the purpose of trafficking (fentanyl) [5(2) CDSA];
- Possession of proceeds of crime (Canadian currency) under $5000 [355(b) CC];
- Possession of a controlled substance (methamphetamine) [4(1) CDSA]; and
- Fail to comply with court order [145(5)(a) CC].
Kerry LERAT:
- Breach of undertaking [145(4)(a) CC].
In addition, Mohamud DHIBLAWE was also arrested for two Canada wide warrants for homicides out of Lethbridge and Edmonton, Alberta.
These matters are now before the courts.
