On January 6, 2018, at approximately 10:38 pm, a member of the RPS Canine Unit performed a traffic stop on a suspicious vehicle on St John Street near 13th Avenue. The driver of the vehicle was a 40 year-old male. Investigation revealed quantities of seven different controlled substances, several credit cards bearing various different names, and a quantity of cash.
Forty year-old James Albert Cecil SEAL, is charged with:
- Possession of a scheduled substance (heroin) for the purpose of trafficking [CDSA 5(2)];
- Possession of a scheduled substance (methamphetamine) for the purpose of trafficking [CDSA 5(2)];
- Possession of a scheduled substance (cocaine) for the purpose of trafficking [CDSA 5(2)];
- Possession of a scheduled substance (hydromorphine) for the purpose of trafficking [CDSA 5(2)];
- Possession of a scheduled substance (gabapentin) for the purpose of trafficking [CDSA 5(2)];
- Possession of a scheduled substance (ritalin) for the purpose of trafficking [CDSA 5(2)];
- Possession of a scheduled substance (dilaudid) for the purpose of trafficking [CDSA 5(2)];
- 5 X Possession of proceeds/property obtained by crime under $5,000 [CC 355(B)];
SEAL made his first appearance in Provincial Court on these charges today, January 8, 2018, at 9:30 am.
