A 32 year-old Regina male is facing a total of 35 charges after a string of events this weekend, which culminated in an Emergency Teams callout on Sunday morning.

These investigations began on Saturday, June 13th, at about 2:50 a.m., when police officers were dispatched to a business in the 4100 block of 5th Avenue for a report of a firearms offence.  When police arrived, they found a vehicle with a flat, rear tire and, nearby, two empty firearm shell casings.  The victims, an adult male and female, alleged that a male had approached them, pointed a firearm at them, and then shot at the vehicle tire and once into the air.  The victims also alleged the suspect male took a cell phone from inside the car.  Police were able to obtain a description and the identity of the suspect, who had left the area.  The officers learned the male suspect was also the subject of various outstanding warrants.

Continued attempts to locate the suspect, through the day and overnight, were unsuccessful.  On Sunday, June 14th, at about 12:40 a.m., police were dispatched to the area of 11th Avenue and Rose Street for a report of a male with a shotgun, who had gotten into the vehicle of a female acquaintance and allegedly made threats to the victim’s life and another male acquaintance (not present), before fleeing in a cab.  The suspect in this event was identified as the same person from the firearms offence the night before.  A canine team located a shotgun, believed to be the weapon used in the offences, in an alley off the 1800 block of Osler Street.  At approximately 7:30 a.m., police established a perimeter around a residence in the 2200 block of Osler Street and made numerous attempts to hail the occupant(s).  Residents and the public were advised to shelter in place or avoid the area.  By 10:30 a.m., resources on the call included patrol, canine and members of the Crisis Negotiators and Special Weapons and Tactics Teams.  At approximately 11:41 a.m., a male and female came out of the house and were taken into custody without further incident.  Residents of the area and the public were notified that they were free to resume normal daily activity.  The female was released without charges after further investigation determined she was not involved in the offences.  The male was charged with numerous offences.

Thirty-two year-old William Wayne STARR, of Regina, is facing a total of 35 charges:

  • Breach of Probation [733.1(1) CC];
  • Mischief to Vehicle [430(4) CC];
  • Robbery with Prohibited Weapon [344(1)(a) CC];
  • 2 x Assault with a Weapon [267(a) CC];
  • Uttering Threats [264.1(1)(a) CC].
  • Discharge Firearm in a Reckless Manner [244.2(1)(b) CC];
  • Breach of Conditions [145(5)(a) CC]; and
  • 5 x Possession of Firearm/Ammunition Contrary to Prohibition Order [117.01(1) CC].

STARR made his first court appearance on these charges in Provincial Court at 9:30 a.m. on Monday, June 15, 2020.
