Traffic Stop Leads To Weapons and Drug Charges

Three Regina males and one Regina female are facing charges after a traffic stop on Sunday morning.

On Sunday, July 4, 2021, shortly before 6:00 a.m., police observed a vehicle at the traffic light on Lewvan Drive and Dewdney Avenue, registered to a driver who was not in possession of a valid license. Police initiated a traffic stop on the 1400 block of Edward Street, and asked the driver for identification. The driver, a 37 year-old male, was listed as a prohibited driver Canada-wide.

Police arrested the driver for driving while prohibited, and upon the driver exiting the vehicle, police observed firearm ammunition in the vehicle. The driver and the three other occupants were placed under arrest for a weapons investigation.

Further inspection of the vehicle revealed a firearm, ammunition, a quantity of a substance believed to be cocaine, and a large amount of Canadian currency.

Thirty-seven year-old Daniel Lee PECHAWIS, 30 year-old Roxanne Larissa FRANKO, 27 year-old Timothy Carl MULDOON, and 19 year-old Wyatt Nathaniel DUBOIUS, all of Regina, are jointly charged with:

  • Careless Use of a Firearm [CC 86(1)];
  • Possession of a Weapon [CC 88];
  • Carry Concealed Weapon [CC 90];
  • Possession of a Scheduled Substance for the Purpose of Trafficking [CDSA 5(2)]; and
  • Possession of Proceeds of Property Obtained by Crime [CC 355(B)].

PECHAWIS is also charged with:

  • Drive While Prohibited [CC 320.18(1)(A)];
  • 2 X Possess Firearm/Ammunition Contrary to Prohibition Order [CC 117.01(1)];
  • Possess Firearm Knowing Its Possession Is Unauthorized [CC 92(1)]; and
  • Possess Restricted Weapon Knowing Its Possession Is Unauthorized [CC 92(2)].

FRANKO is also charged with:

  • Unauthorized Possession of a Firearm [CC 91(1)]; and
  • Unauthorized Possession of a Restricted Weapon [CC 91(2)].

MULDOON is also charged with:

  • 2 X Possess Firearm/Ammunition Contrary to Prohibition Order [CC 117.01(1)];
  • Possess Firearm Knowing Its Possession Is Unauthorized [CC 92(1)]; and
  • Possess Restricted Weapon Knowing Its Possession Is Unauthorized [CC 92(2)].

DUBOIS is also charged with:

  • 4 X Possess Firearm/Ammunition Contrary to Prohibition Order [CC 117.01(1)];
  • Failure to Comply with Condition of a Release Order [CC 145(5)(A)];
  • Failure to Comply with Probation Order [CC 733.1(1)];
  • Possess Firearm Knowing Its Possession Is Unauthorized [CC 92(1)]; and
  • Possess Restricted Weapon Knowing Its Possession Is Unauthorized [CC 92(2)].

All four accused made their first appearance on these charges in Provincial Court this morning, Monday, July 5, 2021, at 9:00 a.m.
