On Thursday, June 29, 2023, at approximately 8:30 p.m., police were dispatched to the intersection of N McIntosh Street and Donnelly Crescent regarding a weapons offence involving a firearm. Information received was that an adult male was the victim of an attempted robbery. Two suspects in a car approached the victim while he riding his motorbike, struck the motorbike with the car, and the motorbike stalled. The suspect driver then pointed a firearm at the victim while the passenger grabbed the motorbike. The passenger failed to get the motorbike to drive, then got back into the vehicle and drove away. The occupants of the vehicle threatened the victim, then drove away again.
Shortly after the abovementioned call, members of the RPS Communications Centre received a report a truck was set on fire north of Regina. Information received was that an adult male was driving his truck, when a car, which matched the description provided in the previous offense, made him stop his truck. The driver of the suspect vehicle pointed a firearm at the victim, demanded his belongings, and threatened to kill the victim. The suspects took the belongings, and threw an ignited object into the truck sunroof, then drove away. The victim was not physically injured in this incident.
Investigation, led by the Regina Police Service Aerial Support Unit, located the vehicle. RCMP deployed a tire deflation device on the suspect vehicle, and the two suspects, 26 year-old and 16 year-old males, were taken into custody.
At approximately 2:20 a.m. on Friday, June 30, 2023, the Regina Police service took custody of the two suspects from RCMP.
Twenty-six year-old Waylon Vernon KEEPNESS, of Fort Qu’appelle, SK, is charged with:
- 2 X Robbery Using A Firearm [CC 344(1)(A.1)];
- 3 X Point Firearm [CC 87(1)];
- 2 X Utter Threats [CC 264.1(1)(A)];
- Fail to Comply With Conditions of Release Order [CC 145(5)(A)];
- Dangerous Drive [CC 320.13(1)]; and
- Arson [CC 344(1)(A.1)].
A 16 year-old youth, who will not be named in keeping with the provisions of the Youth Criminal Justice Act, is charged with:
- 2 X Robbery Using A Firearm [CC 344(1)(A.1)];
- Fail to Comply With Conditions of Release Order [CC 145(5)(A)];
- 2 X Utter Threats [CC 264.1(1)(A)]; and
- Arson [CC 433].
The accused made their first appearance on these charges in Provincial Court and Provincial Youth Court respectively today, Friday, June 30, 2023, at 2:00 p.m.
