On Monday, October 7, 2024, at approximately 4:15 p.m., police attended to the 1500 block of Montague Street to locate and arrest a male who was wanted on a warrant.
Police attempted to make contact with the male confirmed to be in the basement suite residence. The male refused to allow police entry, improvised a barricade to the door, and stated he was going to set fire to the residence. Police also received information which suggested the male possessed weapons.
After an extended period of negotiation attempts, police request for Crisis Negotiation Team was approved, with Regina Fire and Protective Service and EMS on standby. Police set up a perimeter while traffic in the area was shut down and the public was notified.
During further negotiation, the male poured gasoline, and lit the entry points on fire. Regina Fire and Protective Service immediately put out the fires. The male continued to refuse to surrender, and continued to cause damage to the residence.
SWAT was requested and authorized, and at approximately 10:50 p.m., the male exited and was taken into custody. He was arrested on his existing warrant, and charged for arson, possessing incendiary material, and mischief for destruction of property.
Thirty-five year-old Chance Elroy James OOCHOO, of Regina, is charged with:
- 2 X Mischief Under $5,000 [CC 430(4)];
- Arson with Disregard for Human Life [CC 433(A)]; and
- Possession of Incendiary Material [CC 436.1].
OOCHOO makes his first appearance on these charges in Provincial Court this afternoon, Tuesday, October 8, 2024, at 2:00 p.m.
