Four-Month Investigation Results in Significant Fentanyl Seizure and Criminal Organization Charges

Five people are facing charges following a four-month drug trafficking investigation led by members of the Regina Police Service Drug Unit and Regina Police Service Street Gang Unit.

On February 20 and 21, 2025, eight search warrants were executed under the authority of the Controlled Drugs and Substances Act (CDSA). The searches took place in Regina, Saskatchewan, Alameda, Saskatchewan and Frobisher, Saskatchewan. Firearms, cash, and significant quantities of drugs were seized as part of the investigation including:

• 7.5 kilograms of fentanyl;
• 476 grams of cocaine;
• 22 grams of methamphetamine;
• $151,425.00 in cash;
• A prohibited .22 caliber handgun and ammunition;
• A restricted 9mm handgun and ammunition; and
• 3 vehicles.

The value of this seizure is believed to be approximately $1.5 million. As a result of this investigation, the following individuals were arrested and charged:

Thirty-six year-old Emmanuel Ramadan BASHIR of Regina, Saskatchewan is charged with:

• Instructing the Commission of an Offence for a Criminal Organization [CC 467.13];
• 2 x Conspiracy to Traffic a Controlled Substance (Fentanyl and Cocaine) [CDSA 465(1)(c)];
• 2 x Traffic in a Controlled Substance (Fentanyl and Cocaine) [CDSA 5(1)];
• Possession of Cocaine for the Purpose of Trafficking [CDSA 5(2)]; and
• Possession of Proceeds of Crime Over $5,000 [CC 355(a)].

Thirty-two year-old Morteza AHADI of Alameda, Saskatchewan is charged with :

• Commission of an Offence for a Criminal Organization [CC 467.12];
• 2 x Conspiracy to Traffic a Controlled Substance (Fentanyl and Cocaine) [CDSA 465(1)(c)];
• Traffic in a Controlled Substance (Cocaine) [CDSA 5(1)];
• Possession of Cocaine for the Purpose of Trafficking [CDSA 5(2)];
• Possession of Fentanyl for the Purpose of Trafficking [CDSA 5(2)];
• Possession of a Forged Document With Intent [CC 368(1)];
• Possession of Proceeds of Crime Under $5,000 [CC 355(b)];
• Unauthorized Possession of a Firearm [CC 92(1)];
• Possession of a Loaded, Prohibited Firearm [CC 95(1)];and
• Careless Storage of a Firearm [CC86(2)].

Forty-four year-old Randal Lee RACETTE of Regina, Saskatchewan is charged with:

• Conspiracy to Traffic a Controlled Substance (Fentanyl) [CC 465(1)(c)];
• Possession of Fentanyl for the Purpose of Trafficking [CDSA 5(2)];
• Possession of Proceeds of Crime Under $5,000 [CC 355(b)];
• Possession of a Loaded, Restricted Firearm [CC 95(1)];
• Unauthorized Possession of a Firearm [CC 92(1)];
• Careless Storage of a Firearm [CC 86(2)]; and
• Possession of a Prohibited Device (Over Capacity Magazine) [CC 92(2)].

Twenty-four year-old Tarick POLIUS of Toronto, Ontario is charged with:

• Commission of an Offence for a Criminal Organization [CC 467.12];
• Conspiracy to Traffic a Controlled Substance (Fentanyl) [CDSA 465(1)(c)];
• Traffic in a Controlled Substance (Fentanyl) [CDSA 5(1)];
• Possession of Fentanyl for the Purpose of Trafficking [CDSA 5(2)]; and
• Possession of Proceeds of Crime Under $5,000 [CC 355(b)].

Twenty-one year-old Michael JOURDAN of Toronto, Ontario is charged with:

• Commission of an Offence for a Criminal Organization [CC 467.12];
• Traffic in a Controlled Substance (Fentanyl) [CDSA 5(1)];
• Possession of Fentanyl for the Purpose of Trafficking [CDSA 5(2)]; and
• Possession of Proceeds of Crime under $5,000 [CC 355(b)].

All five accused made their first court appearance on these charges in Regina Provincial Court on February 21, 2025 at 2:00 p.m.
